I won't shop at Target to begin with but since I lived in the Bay Area back in the 80's there ain't much that I haven't seen already anyway.
That was me back then though, when I was young, wild and didn't care,I have daughters and I most certainly would not want some degenerate cross dresser anywhere near them when their britches were down.
Target is more than welcome to do whatever they want.
They will see how well this goes over in their next quarterly financial statement.
